The Junta de la Administración de la Casa de Moneda — the administrative body overseeing the Buenos Aires mint — issued paper currency during a period when the province functioned largely as an independent financial entity, well before a unified Argentine monetary system existed. The Casa de Moneda had been issuing notes since the 1820s, and by the 1840s the peso moneda corriente these notes represented had already suffered severe depreciation through years of war expenditure and the ongoing French and Anglo-French blockades of the Río de la Plata.

Printing locally rather than contracting European firms was both a practical and political choice under Rosas. PS406 survivors show significant foxing along the edges, a known characteristic of the period's domestic paper stock.
