正面描述 The central vignette presents the royal coat of arms of Montenegro — a double-headed eagle surmounted by a crown — set against a fine guilloche underprint covering the entire field in pale rose-brown. The denomination «ДВАДЕСЕТ ПЕРПЕРА» appears in bold Cyrillic letterpress both above and across the centre of the arms, with the numeral 20 repeated in each corner. The date «Цетиње, 25. јула 1914.» is printed below the arms alongside the series and serial number designations, with two manuscript signatures at the foot under the titles of the President of the Main State Control and the Minister of Finance.

Montenegro's 1914 note issue came at the worst possible moment — the kingdom had barely concluded the Balkan Wars before the First World War engulfed the region. The Glavna Državna Blagajna, functioning as a treasury authority rather than a proper central bank, issued this series to cover military expenditures the state had no other mechanism to finance.

Austrian forces occupied Montenegro in January 1916, and the occupying administration introduced its own currency regime. Many of these treasury notes were subsequently suppressed or destroyed, which accounts for the genuine scarcity of surviving examples in any grade.
