Tripoli's regency coinage under Mahmud II occupied an awkward administrative position — nominally Ottoman, practically autonomous under the Karamanli dynasty, which had seized effective control of the regency in 1711 and held it until the Ottomans forcibly reasserted direct rule in 1835. The "without stars" distinction on this type reflects local die-cutting decisions made in Tripoli's own mint rather than Constantinople, producing variants that diverge meaningfully from imperial issue standards.
KM#168.3 is the scarcest of the type B groupings, the star omission likely a die engraver's simplification rather than a deliberate heraldic choice.
