Habibullah Khan came to power in 1901 following the death of his father Abdur Rahman, who had spent two decades consolidating absolute authority and suppressing tribal revolts with considerable brutality. The transition was notably smooth — unusual for Afghan succession — and Habibullah moved quickly to assert his own monetary identity, issuing coinage under his name from Kabul's mint. This 20 paisa piece belongs to that early consolidation phase, when the new Amir was simultaneously negotiating the terms of British suzerainty that had bound Afghanistan since the 1879 Treaty of Gandamak.
