Issued to mark the centenary of Tonga's constitutional monarchy, established when King George Tupou I promulgated the nation's first constitution in 1875 — the same document that abolished serfdom and codified land rights in a Pacific kingdom that had never been colonized. The 20 Pa'anga sits at the heavy end of a commemorative series depicting the monarchs of that unbroken dynastic line.
At 140 grams of sterling silver, these were produced for collector export rather than domestic circulation. Tonga's numismatic program in the 1970s was aggressively developed as foreign exchange revenue, with the Franklin Mint handling production for several issues in this period.
