The National Bank of Vietnam was established in 1951 under the Associated State of Vietnam, and this 1955 series represents some of its earliest independent currency production — printed in Paris by the Banque de France at a moment when the country's monetary infrastructure was still being constructed from scratch following the end of French Indochina's piastre system.
The Banque de France's printing arm had long produced notes for French colonial territories; continuing that relationship into the post-colonial period was a practical arrangement, not a political statement. Vietnamese capacity to produce its own security paper did not yet exist.
