Pattern coins from the Staatliche Münze Berlin occupy a peculiar administrative category in GDR numismatics — they were produced to obtain internal approval before a commemorative issue was authorized for release, and many were quietly shelved when political priorities shifted. Clara Zetkin had died in 1933 in Soviet exile, which made her ideologically safe for the GDR to celebrate, but the precise timing and scope of commemorative issues was tightly controlled by state cultural committees.
