Pattern coins from the Staatliche Münze Berlin occupy a peculiar administrative category in GDR numismatics — they were produced to obtain internal approval before a commemorative issue was authorized for release, and many were quietly shelved when political priorities shifted. Clara Zetkin had died in 1933 in Soviet exile, which made her ideologically safe for the GDR to celebrate, but the precise timing and scope of commemorative issues was tightly controlled by state cultural committees.

The approved circulation version of this commemorative was struck in silver. That this copper-nickel pattern survives at all suggests it reached an advanced stage of the approval process before the final metal specification was confirmed.
