Augsburg issued this note in 1918 as part of the wave of municipal emergency currency — Notgeld — that proliferated across Germany as the imperial financial system buckled under wartime strain. The Reichsbank had effectively lost control of small denomination liquidity, and cities were left to fill the gap themselves. Himmer, a local Augsburg press with roots in art and commercial printing, was a natural choice: the municipality didn't need to look far.
Municipal Notgeld from 1918 tends to be undervalued relative to the later inflation-era issues, which attracted more collector attention. The 1918 pieces circulated hard and were redeemed or destroyed in quantity.
