Heidelberg's municipal government — like hundreds of German towns — stepped into the currency void left by a wartime banking system buckling under coin hoarding and metal requisitioning. This 20 Mark Stadtgemeinde note was issued in 1918, the last year of the war, when Kleingeldscheine and larger emergency denominations had become a matter of basic commercial necessity rather than administrative preference.
August Osterrieth in Frankfurt was a reliable mid-tier commercial printer, not one of the prestige security printing houses. Municipal issuers at this level worked with whatever regional capacity was available.
