The Republika Srpska Krajina — the self-declared Serb entity carved from Croatian territory during the 1991–1995 war — operated under a chronic fuel shortage throughout its existence. Gasoline coupons like this one functioned as a rationing instrument rather than a monetary substitute, issued to manage civilian and military access to scarce petroleum stocks at a time when the RSK was effectively blockaded and dependent on supply lines through Bosnia and Federal Yugoslavia.

The RSK ceased to exist in August 1995 when Croatian military operations Bljesak and Oluja dismantled it within weeks. Unused coupons became void overnight.
