Yugoslavia's fuel coupon system expanded significantly during the 1970s oil crisis, when OPEC embargo pressures forced the federal government to impose rationing controls on petroleum products. These coupons were distributed through workplace organizations and local communes rather than through petrol stations directly — a distinctly Yugoslav administrative approach that reflected the self-management model then governing most public resource allocation.

Paper fuel coupons of this type are frequently dismissed as ephemera, but they functioned as a parallel quasi-currency in the grey economy, traded informally at a discount among private motorists who lacked the institutional connections to obtain full rations through official channels.
