Yugoslavia's hyperinflation of 1993–1994 was among the worst ever recorded, and fuel rationing persisted well into 1995 as the economy struggled to stabilize after the dinar redenomination. Gasoline coupons like this one were issued as a parallel allocation system, largely because price controls and foreign currency shortages made normal pump transactions unworkable for most of the population.

These coupons circulated informally as a form of commodity money in some regions — 20 liters of petrol had a more stable real value than banknotes at the time.
