The Banca dello Stato Pontificio issued this note during a period of acute political crisis for the Holy See. By 1867, the Papal States had already lost the bulk of their territory to the Risorgimento — only Rome and its immediate surroundings remained under papal control, propped up by a French garrison. The bank was effectively operating as a central institution for a state in terminal contraction.
Issue volumes were sharply curtailed in these final years, and the bank itself ceased to function when Italian troops entered Rome in September 1870. Notes outstanding at that point were eventually honored by the new Italian authorities, but redemption was slow and contested.
