| Obverse description | The obverse is printed in dark brown on an uncoloured ground, with an architectural frame of paired columns supporting a decorative entablature filled with interlaced Celtic knotwork. A central guilloche medallion bears the numeral 20 flanked by the inscription DVADESET KUNA in bold letterpress. The heading NEZAVISNA DRŽAVA HRVATSKA arches above the central panel, while the lower frieze is divided into small vignettes of heraldic animals and stylised ornamental motifs. To the right, outside the main frame, a diamond-shaped guilloche ornament accompanies a chequerboard coat of arms of Croatia. The date Zagreb 15. siječnja 1944 and the minister's facsimile signature appear in the lower portion of the central panel. |

| Reverse description | The reverse repeats the same overall architectural and ornamental composition as the obverse, printed in a lighter warm brown tone on a cream-coloured ground, giving a visually distinct appearance. The central guilloche medallion again carries the numeral 20, with DVADESET KUNA inscribed within the cartouche, and the NEZAVISNA DRŽAVA HRVATSKA legend arching above. The flanking column borders and the upper and lower knotwork friezes with heraldic vignettes are reproduced in the same intaglio-style layout, while the right-hand diamond guilloche ornament and Croatian chequerboard arms are rendered in a finer, more delicate guilloche underprint. |
