This commemorative issue marks the 20th anniversary of the Hrvatska Narodna Banka, founded in 1991 following Croatian independence from Yugoslavia. The note is a reissue of the standard 20 Kuna design rather than a newly conceived commemorative — the Šutej father-and-son design team, Miroslav and Šimun, had already established the visual language of the series years earlier. Giesecke & Devrient in Leipzig handled production, as with the regular circulation issues.

The engraver credit to V. Ziljak is worth noting — Vilko Žiljak is a Croatian academic and printing technologist known for work in infrared bimaterial printing, though his precise contribution to the intaglio work here is not separately documented in standard references.
