Franz I spent the years following the Napoleonic Wars systematically dismantling constitutional promises he had made under duress, and his finance ministry was equally conservative — the 1831 coinage continued a monetary policy focused on rebuilding silver reserves after the catastrophic state bankruptcies of 1811 and 1816, which had wiped out creditors and forced a currency revaluation at one-fifth face value. Recovery was slow and deliberate. The .583 fineness reflects a compromise standard adopted after those crises, lower than the old Convention coinage that had anchored Central European silver trade for decades.
