Pápa was one of dozens of Hungarian market towns that issued improvised local currency during the chaotic interregnum following the collapse of the Austro-Hungarian monarchy and the short-lived Hungarian Soviet Republic of 1919. The issuing body — a directorate of the town's financial institutions — had no central bank mandate; it was a collective of local banks and savings associations filling a vacuum left by the near-total breakdown of national monetary infrastructure.
The embossed seal was the only security measure available under the circumstances, and it shows. Forgery was a real concern with these issues, and the directorate's authority to redeem them evaporated when the Hungarian National Army consolidated control of western Transdanubia later that year.
