The R.S.F.S.R. kopeck denominations were struck under the New Economic Policy, Lenin's tactical retreat from war communism that briefly reintroduced market mechanisms and stabilized a currency that had collapsed into near-worthlessness. The silver content — debased to .500 — reflects the Bolshevik government's inability to commit full silver reserves to a monetary system still considered temporary by ideological hardliners.

Production ended when the U.S.S.R. formally superseded the R.S.F.S.R. designation in 1923, making these among the few Soviet coins to bear the original Russian federation lettering rather than the union identity that replaced it.
