The Zentralnotenbank Ukraine was established by German occupation authorities in 1942 as the sole bank of issue for the Reichskommissariat Ukraine — a civilian-administered territory carved out under Nazi occupation policy. The karbowanez was pegged to the Reichsmark at 10:1, a rate designed to extract resources and labour from the occupied population rather than stabilise any genuine local economy.
Printed at the Reichsdruckerei in Berlin, the series was produced under wartime conditions for a territory the Reich expected to hold permanently. That expectation collapsed by 1944.
