Released in 2023 as a commemorative overprint on the standard 20 Hryvnia note, this piece carries the phrase "МИ ПАМ'ЯТАЄМО! МИ НЕ ПРОБАЧИМО!" — "We will not forget! We will not forgive!" — directly referencing Russian atrocities documented in Bucha and other occupied territories following the February 2022 invasion. The National Bank of Ukraine had by that point developed a deliberate policy of using circulating currency as a medium for wartime messaging, a practice with few modern parallels among central banks.
Designed by Volodymyr Taran and produced entirely at the Kyiv mint, the note required no foreign printing contract — a point of some institutional pride given Ukraine's longstanding investment in domestic banknote production infrastructure.
