The central text block, printed in Fraktur typeface, reads 'Notgeld der Marktgemeinde Zell a. d. Ybbs über 20 Heller' as the heading, followed by a paragraph of German text explaining the issuance conditions: the notes were issued to alleviate a small-change shortage for 32,000 Kronen, bear no interest, are accepted in payment by the Marktgemeinde until 31 December 1920, and are redeemable in legal tender from 1 to 31 December 1920. The printer's imprint appears at the foot.

Comments

Zell an der Ybbs is a small market town in Lower Austria, and this note belongs to the vast wave of Austrian Notgeld issued after the First World War, when coin shortages at the local level became acute and municipalities were left to fill the gap themselves. Thousands of similar issues appeared between 1919 and 1921. Printing locally — here by the Waidhofen an der Ybbs press — was the norm rather than the exception, which kept costs down and turnaround fast for communities that needed small-denomination scrip quickly.
