Zell an der Pram is a small market commune in Upper Austria, and this 20 Heller note belongs to the vast wave of Austrian municipal emergency money — Notgeld — issued after the First World War when coinage effectively vanished from circulation. The federal government could not keep up with demand for small change, so thousands of municipalities printed their own. Zell an der Pram was one of the smaller issuers; the JPR reference series documents it, but surviving examples rarely appear in trade.
The 1920 date places it in the later phase of Austrian Notgeld issuance, by which point inflationary pressure was already building toward the catastrophic hyperinflation that would make all such fractional notes worthless within a few years.
