Zell am See was among the hundreds of Austrian municipalities forced into emergency money printing after the First World War left the region's coin supply effectively non-existent. These local Heller notes — Notgeld in the strictest sense — were stopgap instruments, valid only within the issuing community and typically redeemed and destroyed once national currency stabilized, which is precisely why survivors are underrepresented in collections relative to their original print runs.
J. Sochor was a local printer, not a specialist security press. The absence of any meaningful anti-counterfeiting measures was considered acceptable given the hyper-local validity of the notes.
