Zeillern is a small parish in Lower Austria, and this 20 Heller note is a product of the Notgeld wave that swept Austrian municipalities after the collapse of the Habsburg economy left small change effectively extinct. F. Kielar was a local Amstetten printer — not a specialist banknote firm — which is precisely what makes these township issues interesting: the production chain ran entirely through regional tradespeople rather than any central authority.

Three signatories authenticated each note: the Bürgermeister, his deputy, and a single Gemeinderat. That level of civic formality on emergency scrip worth less than a postage stamp is quietly remarkable.
