Wolfsegg am Hausruck is a small Upper Austrian coal-mining town, and its 1920 Heller notgeld issue belongs to the enormous wave of Austrian municipal emergency money printed in the immediate post-war years when the collapsed Habsburg monetary system left towns scrambling to supply small-denomination currency for everyday transactions. Tens of thousands of these issues were produced across Austria between 1919 and 1922, and many were printed speculatively for the collector trade rather than genuine local need.

Josef Rockstroh's signature as issuing authority is consistent with local administrative records for Wolfsegg's municipal governance in this period, though the actual press origin is unconfirmed.
