Windhag bei Waidhofen an der Ybbs is a village of a few hundred people, and its 1920 Heller notes belong to the vast wave of Austrian Notgeld issued when the postwar collapse of the krone made small coinage effectively disappear from circulation. Thousands of communes, market towns, and parishes across Austria printed their own emergency fractions between 1919 and 1921. F. Kielar in Amstetten was a regional job printer, not a specialist banknote firm, which accounts for the modest production quality typical of these hyper-local issues.

Three signatories — Radlberger, Wagner, and Sehr — suggest a municipal authentication committee rather than a single issuing officer.
