Wiener Neudorf's 20 Heller Notgeld of 1920 belongs to the vast wave of municipal emergency currency that flooded Austria after the First World War, when coin shortages made small-denomination transactions nearly impossible. Three signatories — the Bürgermeister, Vizebürgermeister, and Kämmerer — authenticated each note, which was standard practice for Marktgemeinde issues to establish formal municipal liability for redemption.

The JPR1229b designation places this as a variant within the series, likely differing from the 'a' issue in a minor printing or paper detail.
