Wiener Neudorf's 20 Heller note is part of the vast wave of Austrian municipal Notgeld issued in the immediate postwar years, when the collapse of the Habsburg monetary system left small communities unable to obtain sufficient coin for everyday transactions. The printer Paul Gerin was a Vienna firm that handled a significant volume of this municipal emergency paper, producing notes for dozens of Lower Austrian communes during 1920–1921. Three signatories — the Bürgermeister, Vizebürgermeister, and Kämmerer — was the standard authorization structure required by Lower Austrian provincial authorities for locally issued Notgeld.
