| Beschrijving voorzijde | Printed in teal green and black on cream paper, the obverse carries a central vignette of two young hikers in traditional Austrian dress, a conifer tree to their left, set within a stylised geometric border of alternating teal and white triangular rays. The denomination numeral '20' appears in bold at each corner, with 'ZWANZIG HELLER' running vertically along the left margin and 'GILTIG BIS 15 NOV 1920' along the right. The Niederösterreichisches Landesjugendamt was not a bank and had no business issuing currency — but in 1920, institutional Notgeld issuance had become so normalized in Austria that a provincial youth welfare office could do exactly that. The economic collapse following the dissolution of the Habsburg empire created chronic coin shortages, and municipalities, charities, and public bodies across Austria and Germany filled the gap with small-denomination emergency notes.
Tomschik's involvement suggests local artistic engagement typical of Viennese Notgeld, where even minor issues sometimes drew on trained designers. The JPR1207c suffix indicates this is one variant within a broader series from the same issuer.
