Vienna's municipal notgeld program was one of the largest of any Austrian city following the collapse of the Habsburg Empire. The chronic small-change shortage of 1919 forced hundreds of municipalities to print their own emergency fractional currency, as the new Republic of German-Austria struggled to establish a functioning monetary system distinct from the wreckage of the old imperial one.
The Heller denominations issued by the Stadtgemeinde Wien circulated heavily and were redeemed in large numbers, making genuinely uncirculated survivors harder to find than the abundance of the original print run might suggest.
