Wartberg an der Krems is a small market town in Upper Austria, and this 20 Heller note is a product of the Notgeld wave that swept Austrian municipalities in the early 1920s as chronic coin shortages — worsened by postwar inflation and metal hoarding — forced local governments to print their own low-denomination scrip. Emil Prietzel in Steyr was a logical choice for small runs like this; the press handled numerous Upper Austrian municipal issues during the period.
Signed by Bürgermeister Josef Riedler, whose authorization gave the note whatever legal standing it carried locally.
