Waldneukirchen is a small Upper Austrian market town, and this 20 Heller note is one of the Notgeld issues that flooded rural Austria between 1920 and 1921 as small coin vanished from circulation almost entirely. The Steyr cooperative press — Vereinsdruckerei Steyr — handled municipal emergency currency for a number of communes in the region, and Toni Rottacher's design work appears across several of them.

Jaksc/Pick reference JPR1134-20 places this firmly within the documented Upper Austrian municipal series. Condition matters more than usual here: the paper used by Vereinsdruckerei Steyr in this period was not archival grade.
