Austrian Notgeld of this type emerged from a statutory vacuum: after the collapse of the Habsburg monetary system, small coin virtually vanished from circulation, and municipalities were legally permitted — briefly — to fill the gap themselves. Kurort Vöslau, a spa settlement south of Baden bei Wien, issued this 20 Heller note as a practical fix for daily transactions that the state could no longer support.
Robert Leitner's engraving credit is unusually specific for a local emergency issue, suggesting the town invested more care in the commission than strictly necessary.
