Vichtenstein is a small municipality in Upper Austria, perched above the Danube near the German border, with a population that has rarely exceeded a few hundred. The 20 Heller note is part of the vast wave of Austrian Notgeld issued between 1919 and 1922, when postwar currency shortages and coin hoarding left small communities scrambling to produce their own small-denomination scrip. B. Langhammer of Linz handled a considerable volume of this regional emergency paper, and the designer credit to L. Haase — also Linz-based — suggests a straightforward local commercial commission rather than anything bespoke.
