Tragwein is a small market town in Upper Austria, and like hundreds of similarly modest municipalities, it issued Notgeld during the postwar currency emergency rather than wait for central bank supply to stabilize. The 20 Heller denomination sits in the middle of Tragwein's known series — practical for small transactions at a moment when metal coinage had essentially vanished from everyday commerce.

The JPR reference places this within Jaksch's Austrian Notgeld catalog. Municipal issues from villages this size were typically printed in short runs, often locally, and redemption periods were strictly enforced — notes presented late were routinely refused, which is partly why survivors exist at all: they were kept as novelties rather than cashed in.
