The body of the note carries a block of Gothic blackletter text setting out the redemption obligation of the Stadtgemeinde, a watermark-style oval underprint reading 'GEMEINDE' in the centre ground, the issuance date 'St. Pölten, 30. Juni 1920', and three manuscript signatures for the Bürgermeister, Vice-Bürgermeister, and Gemeinderat respectively. |

Austrian municipal notgeld of this period exists in enormous quantities, but the St. Pölten 20 Heller stands out for its local production — A. Luigard was a St. Pölten printer, not one of the Vienna commercial houses that handled most Lower Austrian emergency currency. E. F. Hofecker's design work for the series gave these notes a distinctly regional character at a moment when hyperinflationary pressure was already making the denomination nearly symbolic in practical terms.
The underprint security feature is modest by any measure, reflecting the municipal rather than state level of the issuer.
