Sankt Pantaleon is a small Upper Austrian municipality, and this 20 Heller Notgeld was issued in 1920 as part of the broader Austrian emergency currency wave that followed the collapse of the Habsburg economy. Small denominations like this were necessary because coins had essentially vanished from circulation — hoarded, melted, or simply gone with the old monetary order. The printer, Buchdruckerei Enns, was a regional press in the nearby town of Enns, one of the oldest continuously settled sites in Austria, though that proximity is logistical rather than historical significance.

The JPR reference places this within the Jaksch catalog of Austrian local issues, where it is among the more obscure municipal entries.
