Sankt Marienkirchen am Hausruck is a small Upper Austrian market commune, and this 20 Heller notgeld belongs to the enormous wave of locally-issued Austrian emergency coinage paper that flooded the country between 1919 and 1921 — a direct consequence of the metal coin shortage that followed the collapse of the Habsburg economy. Communes down to the village level were authorized to issue their own fractional notes, and the sheer number of participating municipalities made systematic cataloguing a decades-long undertaking, hence the Jaksc classification system running parallel to Pick.
The single signature, Joh. Singer, almost certainly represents the Bürgermeister or a designated municipal financial officer rather than a bank official — there was no local banking authority involved.
