Sankt Georgen am Ybbsfelde is a small Lower Austrian municipality on the Ybbs River, and this 20 Heller note belongs to the wave of Austrian Notgeld issued after the First World War when the collapse of the Habsburg economy left small communities unable to obtain sufficient small-denomination coinage. Carl Queiser in nearby Amstetten was a local commercial printer, not a banknote specialist — the kind of firm that normally produced letterheads and invoices, pressed into service for emergency municipal scrip.

Three signatories authenticated the issue: the Bürgermeister, his deputy, and a single Gemeinderat. That's the minimum bureaucratic threshold. It suggests a rushed authorization.
