Austrian municipal notgeld of this type emerged from a chronic small-coin shortage that persisted well after the armistice — the collapse of the Habsburg monetary system left local governments printing emergency fractions simply to make change for bread and tram fares. Sierning, an industrial commune south of Steyr in Upper Austria, was one of hundreds that filled the gap this way in 1920.
Emil Priebel was a Steyr-based printer who handled several regional notgeld commissions in this period. The two signatories — Frobach and Ellmaystorfer — were municipal officials whose authorization gave the notes whatever local legal standing they carried, which was purely customary rather than statutory.
