Seitenstetten is a small market town in Lower Austria best known for its Benedictine abbey, and this 20 Heller notgeld was issued by the municipal authority — not the abbey — during the acute coin shortage that gripped Austria in the immediate postwar years. The Habsburg monetary system had collapsed with the empire itself, and hundreds of Austrian municipalities scrambled to print their own small-denomination emergency issues to keep local commerce moving.
Graf Druckerei in Steyr, a regional press that handled a number of these local commissions, produced the note. The single signature — Zwack — almost certainly belonged to the Bürgermeister or a municipal treasurer, though the name doesn't appear prominently in surviving civic records from this period.
