SCHATZ' beneath. To the right, the denomination numeral '20' appears in a dotted-border cartouche at upper right, with the issuing authority text in Gothic blackletter script reading 'Notgeld der Marktgemeinde Scheibbs' and the value in words 'Zwanzig Heller' in a bold calligraphic hand. A guarantee clause in small Gothic type, the date 'Scheibbs, am 1. Scheibbs is a small market town in Lower Austria, and like hundreds of similar municipalities, it issued its own notgeld during the acute coin shortage that followed the First World War. These locally printed emergency notes filled a gap the central authorities couldn't — or wouldn't — address quickly enough. The Rabinger firm printing this in-town rather than contracting to Vienna or Graz is consistent with the notgeld philosophy: keep it local, keep it fast.
The JPR0957 series from Scheibbs is not among the rarer Austrian notgeld issues, but the Rabinger imprint is genuinely uncommon in cataloged examples. V. Schatz as named designer is an unusually specific credit for a municipal heller note of this type.
