Schärding am Inn sits on the Austrian bank of the Inn River directly opposite the Bavarian town of Neuhaus, and the severe post-WWI coin shortage hit border communities like this one particularly hard — cross-border commerce depended on small change that the central authorities in Vienna simply could not supply. The Stadtgemeinde's solution was to issue its own Notgeld, and this 20 Heller note was part of that emergency series, printed by E. Prietzel in Steyr rather than sourced from any major security printer.
Prietzel was a regional commercial printer, not a specialist in currency production. That origin matters when assessing paper quality and ink consistency across surviving examples.
