Austrian Kleingeldersatz — emergency small-change scrip — flooded the country during and after the First World War as coin metal was requisitioned and copper and nickel disappeared from circulation almost entirely. Municipal and corporate issuers stepped in to fill the gap, producing thousands of distinct local notes. Rottenbach's series is among the more obscure Upper Austrian examples, with Anzenberger credited as designer — an arrangement more common in these provincial issues than is generally appreciated, where local artistic talent was engaged rather than commercial printing houses.
Pautzenberger's signature as signatory places administrative responsibility squarely with the municipal authority rather than any banking institution.
