Rosenburg is a village in Lower Austria best known for its Renaissance castle, and this 20 Heller note is a product of the Notgeld wave that swept Austrian municipalities between 1919 and 1921 — a direct consequence of the acute small-change shortage that followed the collapse of the Habsburg monetary system. F. Berger in Horn was a regional printer that handled Notgeld commissions for several Lower Austrian communities during this period, keeping production local and costs down.
The JPR reference places this within the Jaksch/Pick Austrian Notgeld catalog. Signatures of J. Mantler and R. Brandstetter indicate municipal authorization at the community level.
