This note was issued by the Rohrbach district branch of the Landesverband der Kriegsbeschädigten, Witwen und Waisen — the provincial association for war invalids, widows, and orphans — one of the welfare organizations that emerged across Austria after 1918 to manage the catastrophic human wreckage of the First World War. Notgeld issued by such bodies served a dual purpose: alleviating local small-change shortages while generating modest revenue through collector sales, a funding mechanism the association clearly needed.
Printed by Jos. Feichtingers Erben, a well-established Linz firm, the production quality typically exceeded what the issuing body itself represented.
