Austrian Notgeld of this period was produced because the postwar collapse of the Habsburg monetary system left small denominations almost entirely absent from circulation — coins had been hoarded or melted, and the central authorities were too overwhelmed to fill the gap. Hundreds of Gemeinden across Austria issued their own emergency fractions between 1919 and 1922, Purkersdorf among them. Three signatures on a note of this size was not unusual for municipal issues; the Bürgermeister and both Vizebürgermeister signing jointly gave the scrip at least a nominal administrative legitimacy.
