One of thousands of Austrian municipal Notgeld issues produced between 1919 and 1921, when the collapse of the Habsburg monetary system left small communities without enough coin to conduct everyday transactions. Puchberg bei Wels — a small village in Upper Austria — issued these notes to fill that gap, as did virtually every comparable municipality in the region during the same period.
The JPR reference places this within the Jaksch catalog, the standard authority for Austrian local issues. The "a" suffix indicates an earlier printing variant within the 20 Heller denomination run.
