Prambachkirchen is a small market commune in Upper Austria, and this 20 Heller Notgeld is one of dozens of local emergency issues that flooded Austria between 1919 and 1922 to address an acute shortage of small change following the collapse of the Habsburg monetary system. Municipalities, businesses, and even private entities were effectively deputized by necessity — the central government could not produce low-denomination coins fast enough to meet demand.
