This is a Notgeld issue — Austrian emergency small change scrip, produced in enormous quantities between 1919 and 1922 to address the chronic coin shortage that followed the collapse of the Habsburg economy. Pichl bei Windischgarsten is a small market community in the Pyhrn-Priel district of Upper Austria, and its scrip was printed by Jos. Feichtingers Erben, a well-established Linz firm responsible for a substantial portion of Upper Austrian Notgeld output during this period.
The Michael Mayr signature is noteworthy: he was serving as Austrian Federal Chancellor at the time, lending an unexpected degree of official weight to what was essentially a village chit.
